GOAL OF THIS DISCUSSIONEnvision yourself as a program product evaluation consultant, helping researchers to explore the outcomes of their programs . Joan comes to you and ask you to help her choose the best research methods for evaluating the outcomes of the two types of foster parent education class . She is not sure how to proceed because there are many elements of an evaluation from which she may choose, and she wants your views on the best research design methods for gathering the information she needs to select the better program . Your first task involves asking Joan about the research conditions she has planned . She explains them as follows 1 . Joan’s research questionJoan explains that she wants to know which program (the older program or the new program she has developed) is better for “reducing foster placement disruptions, improving the quality of services delivered [by foster parents], and increasing child well-being through better trained and skilled foster families” . 2 . Method for assigning the participants to groups . The prospective foster parents are assigned to the older training OR to Joan’s new training program . Participants do not take both trainings . Joan explains that one site offers the older program and one site offers the new program she has developed . She stated that the participants are not randomly assigned to the different sites, but amazingly, all the prospective foster parents have identical demographics, so the foster parents at each site and exactly like the foster parents at the other sites . Consequently, the only difference between the two groups is the training that they receive . 4 . Features of the trainers . Joan explains that the trainers are highly competent in delivering both the original and the new program . These trainers go from site to site, providing the program that is assigned for the site (either the original or the new program) . Since the trainings are conducted by the same social workers, the effect of the trainer is the same for all groups . 5 . Outcomes/impacts . Joan must select measurable outcomes of the training to compare between the groups who are given the older training and the groups who are given Joan’s new training . She will determine the quality of the training by measuring outcomes to answer her research question listed above . From the description of the study, it appears that the prospective foster parents will have foster children assigned to them after they successfully complete the training and foster child placements are made in their homes . Consequently, it is not possible for us to assess which training prevents more disruptions and improves services until the foster parents have had children assigned to them .
