The debate topic will be whether healthcare is a public good (a right).
A pure public good is one for which consumption is non-revival and from which it is
impossible to exclude a consumer. Pure public goods pose a free-rider problem. A pure
private good is one for which consumption is rival and from which consumers can be
excluded.
?The debate in the United States over whether or not healthcare is a right or a privilege
has been raging for over a century. Do all U.S. citizens have a right to access
healthcare, regardless of their position in a free market system? Or, as healthcare
services are a limited resource requiring money to operate, is access to healthcare just
like every other commodity?a privilege reserved for those who are competitive in the
free market??

is a public or private good. The below arguments can be short bullets, but you will need additional
background information to debate each point in class. You will have to be prepared to argue either side
of the argument equally well. You will be randomly assigned to take one position or the other. The
debates will be 3 vs 3 and each student will argue one of their points. The format will be discussed in
class.

Debate Preparation:
? Develop the resolution to be debated.
? Is healthcare a public good?
? Research the topic and prepare logical arguments.
? Gather supporting evidence and examples for both positions.
? Anticipate counter arguments and prepare rebuttals.
? Complete your research on both sides of the argument by 4/18.
? Establish the rules of the debate, including timelines.
? Organize the teams.
? Teams will be randomly assigned in groups of three on the day of class, 4/19.
? Teams 1-4 will be in the Affirmative, Teams 5-8 will be in Opposition
? Team members plan order and content of speaking in debate.
? Teams will have 15 minutes to organize their arguments and order of presentation.
? After 15 minutes, the opposing teams will be joined to initiate the debate.
Conducting the Debate:
Debate opens with the affirmative team (the team that supports the resolution) presenting
their arguments, followed by a member of the opposing team. This pattern is repeated for the
second speaker in each team. Finally, each team gets an opportunity for rebutting the
arguments of the opponent. Speakers should speak slowly and clearly. All students should be
taking notes as the debate proceeds. The sequence for the debate, with suggested timelines, is
as follows:

? The opposing team begins with the rebuttal, attempting to defend the opposing arguments

? Each team gets a second rebuttal for closing statements with the affirmative team having

Post-debate Discussion and Assessment
When the formal debate is finished, the teams will review the primary arguments in the
affirmative and in opposition and decide which arguments were the most persuasive.
The teams will then present their most persuasive arguments to the full class and reflect on the
outcome of the debate.
